I think the shortest ones are the ones that dont even change! I have a light on my commute that uses a sensor so if nobody is sitting there at the red light, the oncoming traffic will go from yellow to red and then just right back to green. I have witnessed this while approaching the light and felt very gyped of timing the light perfectly. Having to wait another 2 minutes or however long that eternity of a light is was torture.
